Ward and Smith, P.A. represents a substantial number of housing authorities, including Ayden, Eastern Carolina Regional, Mid-East Regional, New Bern, Wilson, and Washington Housing Authorities. We have represented one of these authorities for over 50 years. We are dedicated to keeping our clients informed on the most important issues that relate to them. One way of doing this is by providing exceptional technological advances in extranet services. We currently have an extranet website for ten of our Housing Authority clients. This extranet site provides each client with their own highly secure "portal" of documentation and information relating specifically to their own personalized needs. This portal has the capability of allowing its users to add and delete documents, archive documents, access documents, and many other options. Our work includes corporate, board representation, employment policies, form leases, procurement policies, admissions and continued occupancy policies, grievance procedures for tenants, grievance procedures for employees (drafting and representing authorities in handling specific grievances), pet policies, tax, formation and operation of separate non-profit entities (to obtain funding from sources other than HUD, construct, and operate low and moderate income housing facilities), alternative project financing, working with the North Carolina Housing Finance Agency, Section 8 housing, bond financing, loan documents, construction contracts, summary ejectments, one strike policy, HUD compliance issues, "troubled agency" designation, annual contributions contracts, cooperation agreements, PILOT payments, litigation in state and federal courts, legislative bill drafting, and monitoring legislative activities affecting housing authorities for the East Carolina Association of Housing Authority Directors.
