Ward and Smith is pleased to announce that Erin K. Duffy has joined the firm’s Energy and Utilities practice, bringing extensive experience in public utility and telecommunications regulation at both the state and federal levels.
Prior to joining Ward and Smith, Erin served as Senior Counsel in the Legal Division of the North Carolina Utilities Commission. In that role, she advised and assisted the Commission across a wide range of proceedings, including conducting legal research, drafting Commission orders, preparing briefing materials, serving as a Hearing Examiner, and engaging with members of the public. Her work supported the Commission’s oversight of regulated industries and helped ensure that regulatory decisions were legally sound and consistent with applicable statutes and regulations.
Erin also brings significant federal regulatory experience from her service as an Attorney Advisor with the Federal Communications Commission in the Common Carrier Bureau’s Network Services Division. There, she assisted in implementing the Telecommunications Act of 1996, drafted Commission orders, and advised the Commission and Bureau leadership on telecommunications policy issues. She additionally served as the Designated Federal Official to the North American Numbering Council, working on matters central to national telecommunications infrastructure and governance.

Erin’s practice focuses on advising clients on regulatory and compliance matters affecting energy, utilities, and telecommunications, drawing on her firsthand experience working within state and federal agencies. She is based in the firm’s Raleigh office.
