New State Law Adds Annual Reporting Requirement for HOA’s

On July 7, 2026, Governor Josh Stein signed House Bill 517 into law, making a series of changes to the North Carolina Nonprofit Corporation Act, which apply to homeowners associations and condominium associations organized as nonprofit corporations under Chapter 55A of the North Carolina General Statutes.
Madeline has already written about the new law’s impact on HOA’s in her article, “New State Law Adds Annual Reporting Requirement for HOA’s.” She explained that one of the most immediate and significant changes is a new requirement for HOAs to file an annual report with the North Carolina Secretary of State beginning in 2027. Reports will be due by November 15 each year.
HOAs that miss the deadline will have a 60-day grace period before the report is considered delinquent. Under the new law, a delinquent report is a specific ground for administrative dissolution. Madeline advised HOA boards to prepare now by understanding the reporting requirement, identifying filing responsibilities, and reviewing their governing documents for provisions related to board size and committee structure.
