Peter H. Ledford
North Carolina Board Certified Specialist in Utilities Law
Peter is a North Carolina State Bar Board Certified Specialist in Utilities Law who helps clients navigate the complexities of utilities regulation and policy. His areas of focus include electric and natural gas rate cases, resource planning dockets, and the full spectrum of regulatory challenges utilities, customers, and independent power producers face as they respond to emerging technologies and shifting energy priorities. Peter will also draw upon his extensive experience in State Government to assist clients with environmental compliance matters under the jurisdiction of the North Carolina Department of Environmental Quality.
Peter brings a unique perspective shaped by more than a decade in public service. Before entering private practice, he served as Deputy Secretary for Policy at the North Carolina Department of Environmental Quality, where he worked on energy and climate resilience policy and worked to integrate climate resilience into Hurricane Helene recovery efforts.
Prior to his time spent at DEQ, Peter served as the Clean Energy Director in the Office of Governor Roy Cooper, where he worked to advance the Governor’s climate and clean energy goals.
Before that, he spent nearly eight years with the North Carolina Sustainable Energy Association, ultimately serving as General Counsel and Director of Policy. His career has placed him at the center of North Carolina’s clean energy transition, giving him firsthand insight into the complex intersection of law, energy policy, and utilities.
That broad-based experience—spanning law, legislation, and public policy—gives Peter a rare perspective on the energy and environmental regulatory landscape. Clients rely on him not only for his subject-matter expertise but also for his practical, strategic approach to navigating the intersection of law, government, and the energy and utilities sectors.
